The tax transaction type is a one time fee included in the transaction, whereas royalties and levies are programable to provide recurring payments to a creator anytime the asset is transacted. Both transaction types will be denominated in XEM, and swaps for XYM (or other subChain tokens) will be available via Symbol subchain liquidity providers.
